PRIVACY POLICY FOR APPLICANTS
Human Resource Development Office
I. PERSONAL INFORMATION COLLECTED
The Human Resource Development Office (HRDO) collects applicants' personal information such as but not limited to the following: full name, birthdate, birthplace, photo, sex, civil status, height, weight, blood type, contact number, spouse's information, parents' names, educational background, employment history, special skills, hobbies, Civil Service Eligibility, PRC License, GSIS Identification Number, HDMF Identification Number, Philhealth Number and Taxpayer's Identification Number.
II. METHOD OF COLLECTION
Personal information may be collected from applicants through HRDO's GEMS portal (https//:hrdo.pasigcity.gov.ph). Prior to engagement, personal information of applicants are also collected from documents such as Personal Data Sheet (PDS), medical records, SALN, NBI clearance, PRC license and rating, transcript of records, diploma, marriage certificate, employment records, certificate of attendance to seminars and trainings and civil service eligibility.
III. BASIS OF COLLECTION OF PERSONAL INFORMATION
HRDO collects personal information of applicants in adherence to the regulations on recruitment, selection, appointment and other human resource actions of the Civil Service Commission (CSC). This information is used to evaluate the qualifications of the applicants and their suitability for the position applied for.
IV. STORAGE AND RETENTION OF PERSONAL INFORMATION
The personal information of an applicant collected through GEMS that does not lead to an actual appointment is moved to an archives module accessible only to authorized personnel where the information remains for a period not exceeding six (6) months. This information is automatically deleted thereafter. The retention period and disposal of documents containing personal information that pertain to the applicant likewise conform to this timetable.V. SECURITY OF PERSONAL INFORMATION
The City Government thru its duly designated PICs/ PIPs is committed to implementing reasonable and appropriate physical, technical and organizational measures for the protection of personal data, including but not limited to security measures aimed at maintaining the availability, integrity and confidentiality of personal data and protect them against natural dangers such as accidental loss or destruction, and human dangers such as unlawful access, fraudulent misuse, unlawful destruction, alteration and contamination.
VI. RIGHTS OF THE DATA SUBJECT
Chapter IV Section 16 of the Data Privacy Act of 2012 enumerates the rights of the data subject, viz.:1. Right to be informed whether his/her personal data is being processed or was processed and entered into a processing system including its purpose, basis, scope and method and to whom the personal information is to disclosed.
2. Right to object to the processing of his/her personal information unless such is required to comply with a subpoena or legal obligation or in relation to a contract or service which the data subject is a party.
3. Right to reasonable access to his/her personal information upon demand.
4, Right to dispute the error or inaccuracy in his/her personal data and to have the records rectified upon request;
5. Right to suspend, withdraw or the order the blocking, removal or destruction of his/her personal data from the filing system of the personal information controller. Such right may be exercised if and when any of the following circumstances arise:
a.) The personal data is incomplete, false, outdated or unlawfully obtained,
b.) The personal data is being used for a purpose not authorized by the data subject,
c.) The personal data is no longer necessary for the purpose for which they were collected,
d.) The data subject has withdrawn consents or objects to the processing of personal information,
e.) The personal data contains information prejudicial to the data subject,
f.) The processing is unlawful and
g.) The personal information controller or personal information processor violated the rights of the data subject.
6. Right to damages or to be indemnified for any damages sustained due to inaccurate, incomplete, outdated, false, unlawfully obtained or unauthorized use of his/her personal data.
7. Right to obtain from the personal information controller a copy of his personal data in an electronic or structured format commonly used and allows for further use by the data subject.
Exercise of any of the above rights, may be coursed through our support team or via the Data Protection Officer (DPO) of the City Government of Pasig. We will consider your request in accordance with applicable laws. To protect your privacy and security, we may take steps to verify your identity before complying with the request. You also have the right to complain about our collection and use of your personal data to our DPO. Any applicant who wishes to exercise his/her rights or has concerns or questions regarding these rights or any matter concerning data privacy may contact the Data Privacy Officer (DPO) of the City Government of Pasig. VII. Amendments to Privacy Policy
HRDO reserves the right to modify this policy from time to time and as the need arises. Any such amendments to this policy shall be communicated through our GEMS portal at https://pasigcity.gov.ph
VIII. Repealing Clause
All other policies found unenforceable or invalid by any court having competent jurisdiction, shall not in any manner affect the validity of the other provisions contained herein and shall remain in force and effect.
